ATV Plan Comment Period Ends Sept. 20
There is a 30 day comment period on the ATV Pilot Plan being considered by the county Board of Legislators. Public comment is invited on the plan. The resolution which has been presented to the Legislature's Finance Committee is contained on pages 24-26 of the agenda packet for the August meeting of the St. Lawrence County Board of Legislators. This comment period is a part of the SEQR process conducted by the county planning board. The full SEQR report is available at the Office of the County Legislature in the courthouse in Canton.
The proposal calls for the creation of a pilot trail system in the Towns of Parishville and Pierrepont. The plan calls for closing County Forests 19, 26, 27, 28 on the Lenny Road in the Town of Colton (and part of the Stone Valley cooperative trail area), and 30, 31, and most of 35, in the Towns of Pierrepont and Parishville. These parcels are located along the River Road near Hannawa Falls. Parcel 32 in this area, plus Parcels 12, 14, 21, 9, 13, 37, 32, and a single trail in 35 would allow ATV use on posted trails. The SEQR findings were negative, meaning that a full review is not necessary. The document does note potential impacts, particularly noise and erosion, but expects these to be manageable.
The plan calls for action by the county legislature on use of the county forest parcels and county roads included in the plan, but also on the action of the Towns of Pierrepont and Parishville opening the roads under their jurisdiction covered by the plan.
I have served on the county ATV committee since it's inception, and believe that this plan is a step forward from the current situation. The parcels that will be closed under this plan are important to the chapter. For the parcels that will have posted trails open to ATV's, the pilot plan includes an understanding of the conditions under which these trails will be opened. I believe that it is worthwhile to implement this pilot plan.
