Legislature Passes EPF Enhancement Act
ADK Needs Your Help in Urging Governor Spitzer to Sign This Important Legislation
On Thursday, June 21st, the NYS Senate passed the Environmental Protection Fund (EPF) Enhancement Act, which would increase the EPF to $300 million by 2009-2010. The Assembly passed this legislation in early June. We would like to thank all of those who responded to our Action Alert earlier this week and called your Senator asking him/her to support the EPF Enhancement Act. ADK greatly appreciates the Senate and Assembly's action on this important legislation.
Enactment of this legislation provides for additional deposits from the Real Estate Transfer Tax (RETT) to be made to the EPF. The enactment of this legislation will ensure that this year's EPF increase from $225 million to $250 is a permanent increase. Further, the legislation increases the EPF to $300 million commencing in 2009-2010.
This legislation is now awaiting the Governor's signature. ADK needs you to write to Governor Spitzer requesting that he sign this important legislation.
Talking points for letter:
- Request that Governor Spitzer sign the EPF Enhancement Act (A8339 by Assemblyman Sweeney and S5304 by Senator Marcellino).
- A guaranteed $300 million EPF by 2009-2010 is a great step forward in providing critical funding to protect New York's
- Currently there is enormous pressure on the EPF for the protection of natural resources. Examples of under-funded EPF programs
include open space protection, farmland protection and state land stewardship.
- It is good public policy to increase funds from the Real Estate Transfer Tax (RETT) that are to be deposited into the EPF. Since recent sharp increases in RETT revenues have in large part been driven by rapid suburban and second home development, it is only equitable that a larger portion of these revenues be dedicated to open space protection and public land stewardship.
